Should you pay a call center by the hour, by the call, or pay an AI voice agent by the minute? The answer depends on call volume, talk time and answer rate. This outbound call center pricing guide compares all three.
Four pricing models you will be quoted
Vendors bill outbound work in four ways. Each one puts the risk of no-answers in a different place.
- Per hour. You pay for each agent hour, whether the agent is talking or dialling. Silence, voicemail and no-answers are all billed. You carry the no-answer risk.
- Per call or attempt. You pay for each dial, or each connected call. The contract's definition of "billable" decides who carries the risk. A dialled-call definition favours the vendor. A connected-call definition favours you.
- Per outcome. You pay for an appointment, a sale or a payment. The vendor carries most of the risk, so the price per outcome is higher. Check who decides what counts as a result.
- Per minute (AI). You pay for AI talk time. Ring time is usually not billed, so you pay mostly for answered calls.
Most quotes also add monthly minimums, setup fees and platform fees. These sit outside the headline rate, so add them in before you compare.
For a wage anchor, the US Bureau of Labor Statistics reports a median pay for customer service representatives of $21.53 per hour (BLS Occupational Outlook Handbook). That is wage only. A vendor's hourly rate must also cover benefits, supervision, software and profit. Rates outside the US vary widely by country and language, so ask each vendor to show its rate and every fee as separate lines.
Per-hour quotes: what they hide
A per-hour quote looks simple, but the cost that matters is the cost per connected conversation. Use this formula: cost per conversation = hourly rate ÷ (dials per hour × answer rate).
Here is a sample quote. Every input is an assumption, so swap in your own numbers.
- Hourly rate: $28 per agent hour. This is assumed, set above the BLS wage to cover overhead and profit.
- Hours: 5 agents × 160 hours = 800 billed hours, or $22,400.
- Fees: $1,500 a month for management, plus a $1,000 one-time setup fee.
- First-month total: $24,900.
- Dials per hour: 30. This is assumed.
- Answer rate: 15%. This is assumed.
At 30 dials and a 15% answer rate, each agent hour yields 4.5 conversations. The 800 hours yield 3,600. The rate alone gives $6.22 per conversation. With the fees, the first month comes to about $6.92.
The answer rate moves the result most. At 10%, the rate alone costs $9.33 per conversation. At 20%, it costs $4.67. The vendor controls neither number, yet you carry the risk of both.
Ask whether the hour includes breaks, training and after-call work, and whether idle time between calls is billed.
Per-call quotes: read the fine print
A per-call quote is only as good as its definition of "billable." Here is a sample for 10,000 contacts. Every rate and answer rate below is an illustrative assumption, not a vendor quote.
- Dialled definition: $0.25 per dial. With two attempts per contact on average, that is 20,000 dials, or $5,000. At a 15% answer rate you get 1,500 conversations, so each costs $3.33.
- Connected definition: $2.00 per call that lasts over 30 seconds. If 80% of the 1,500 answered calls pass 30 seconds, that is 1,200 billable calls, or $2,400. Each conversation costs $1.60.
The same list gives a $2,600 gap between the two quotes. The contract wording causes that gap.
Check these clauses before you sign:
- Voicemail: Is a machine pickup billed as a connect?
- Redials: How many attempts per contact, and does each one cost money?
- Minimum volume: What do you owe if the list is smaller?
- Outcome disputes: Who decides what counts as an appointment, if you buy per outcome?
A fair definition reads like Insight7's beta voice campaigns. Calls where only the AI spoke are not counted as reached, and a carrier's temporary refusal does not use up a retry.
AI voice agent costs, minute by minute
An AI voice agent bills for talk time, so the answer rate and call length decide your bill. Retell AI is one example. Its site publishes a range of $0.07 to $0.31 per minute, depending on the models, voice and add-ons you pick, with no annual contract. That is one vendor's published rate. Other vendors bill per minute too, but their rates and bundles differ, so ask each for an itemised sheet.
A per-minute figure bundles several parts: telephony, speech to text, a language model, voice synthesis and a platform fee. Premium models and voices push you toward the top of a range. Ask whether carrier charges sit inside the rate.
Here is a sample quote for the same 10,000 contacts. All inputs are assumptions. A 15% answer rate gives 1,500 answered calls. An average of 2 minutes per answered call gives 3,000 billable minutes. Ring time and unanswered dials are usually not billed. At Retell's published range, that costs $210 to $930, or $0.14 to $0.62 per conversation. Your own figure moves with call length and retries.
Insight7's voice campaigns are in beta. Managers set a goal, an audience, the AI caller and the rules, and add contacts by CSV upload. A campaign carries consent marking, calling hours and retry rules, and these are worth confirming in the app. A dashboard shows calls in progress and each transcript. Campaigns run on Insight7 Voice, a lower-cost voice engine, so ask for a written quote to compare.
Cost comparison: human versus AI voice
Here is the same 10,000-contact list under each model. Every figure is an assumption from the sections above unless it links to a source. Costs are rate only, before management, setup and platform fees.
| Model | Billing unit | Typical rate | Cost, 10,000 contacts (rate only) | No-answer risk | Hidden fees |
|---|---|---|---|---|---|
| Per hour | Agent hour | $28 (assumed; BLS median wage is $21.53) | about $9,300 | You | Management, setup, idle time |
| Per call | Dial or connect | $0.25 per dial, or $2.00 per connect (assumed) | $5,000 or $2,400 | Shared | Voicemail, redials, minimums |
| AI per minute | Answered minute | $0.07 to $0.31 (one vendor's published range) | $210 to $930 | Mostly vendor | Telephony add-ons, consent work |
The hourly row comes from $6.22 per conversation across 1,500 conversations. The AI row uses 3,000 billable minutes. Per-outcome pricing has no row, because outcome rates vary too much by task to assume one. Ask for quotes on your own task.
What moves the number:
- Answer rate and retries: they change how many conversations you buy.
- Call length: it sets the AI bill directly.
- Language and accent: they change which voices and models you need.
- Handoff to humans: escalated calls still cost a person's time. Gartner found that 87% of customers expect a route to a human.
Compliance adds cost too. AI-voice calls need consent in the US under the FCC's 2024 TCPA ruling. Under EU AI Act Article 50, an AI that phones people must say it is AI from the first moment.
Cheap per minute does not mean cheap per result. A Gartner analysis of 432 customer-service AI use cases, as reported by CX Dive, found that only a quarter show positive ROI, and 42% have unclear returns.
Our advice is to run a small pilot first. Set the measured result before you pay, such as booked appointments per 1,000 contacts. Pay for the full rollout only after you hit it.

Questions people also ask
How much does an outbound call center charge per hour?
Expect a rate well above the wage. The US median for customer service reps is $21.53 per hour, and a vendor adds benefits, supervision, software and profit. Our sample assumed $28.
What is the average cost per call for outbound call center services?
It depends on what counts as a call. In our assumed sample, a $0.25 per-dial quote works out to $3.33 per conversation. A $2.00 per-connect quote works out to $1.60. Hourly quotes landed near $6.22.
How much does an AI voice agent cost per minute?
Retell AI's site publishes $0.07 to $0.31 per minute. Where you land depends on the model and voice. Compare itemised sheets from several vendors, and check whether carrier charges are included.
Is an AI voice agent cheaper than an outbound call center?
Per conversation, yes. Our sample shows $0.14 to $0.62 for AI against $6.22 for hourly agents. But Gartner found only a quarter of 432 AI service use cases show positive ROI. Measure results before you scale.
What hidden fees come with outbound call center pricing?
Look for monthly minimums, setup and management fees, and charges for training time, QA, number rental and list cleaning. Ask for every fee as its own line before you sign.
Is per-hour or per-call pricing better for outbound calling?
Per-call suits lists where you cannot predict the answer rate, if "billable" means a connected call. Per-hour suits long, complex conversations. Either way, divide the bill by conversations held.
Do AI outbound calls need consent or disclosure?
Yes, in many places. The US requires prior consent under the TCPA. The EU requires an AI that phones people to say it is AI from the start. Some US states, such as Colorado from 2027, add disclosure duties.
Judge vendors on conversations held
Judge every vendor on cost per connected conversation. Insight7 can score every call against a weighted scorecard your team owns, not a sample. This week, pull last month's dial, answer and talk-time numbers, and ask each vendor to quote against them.
